Congressman Alberto Fraga addressed the Brazilian House of Representatives about gun control.
Session: 164.2.52.O
President (President of the House of Representatives Mauricio Rabelo)
Giving continuance with great expedience, we have the honor to announce the words of one of the more valorous and eloquent members of this House, representative of the Federal District through the Party of Brazilian Workers., To the Honorable representative, Alberto Fraga, 25 minutes is yielded.
Congressman Alberto Fraga:
Thank you my noble colleague and friend, Representative Mauricio Rabelo. Mr. President, today in my announcement I will speak about gun control.
The title is Gun Control, the Joy of Criminals. The history that I count is for who didn’t forget or for who never new because we never permitted them to know. In 1929, the Soviet Union disarmed the honest citizens. In addition, from 1929 to 1953, nearly 20 million dissidents unable to defend their selves were hunted down and exterminated. Also in turkey, in 1911, the good citizens were disarmed and from 1915 to 1917, 1.5 million Armenians were hunted down and exterminated. Now I would like you gentlemen to pay close attention to this quote that I am about to read. “For the first time a civilized nation can control all its arms. Our streets will be secure and our police more efficient”. Do you know who said this Mr. President? Adolph Hitler. He proclaimed this in 1938. Then Germany disarmed the honest citizens from 1938 to 1945.
Nobel Representative Mauro Benevides, we Brazilians no this story all too well, 13 million defenseless Jews, and non-Arians were hunted down and exterminated. In 1938, China disarmed the population and from 1948 to 1952, 20 million political dissidents were decimated. Moving ahead more recently, 1964, Guatemala disarmed the good people. From 1964 to 1981, more than 100 thousand defenseless Mayan Indians were hunted down and exterminated.
In 1970, Uganda also disarmed the population and from 1971 to 1979, over 300 thousand Christians were hunted down and decimated. In 1956, Cambodia also disarmed the population and again, Mr. President; one million people were hunted down and decimated.
Defenseless people hunted down and exterminated in the countries I cited. In the 20th Century, more than 56 million people were decimated.
Only twelve months ago and only this notice is more recent, twelve months ago the government Australia edited a law ordering gun owners to turn in their arms for destruction. Look at such a marvel Mr. President: 640 thousand, 381 were taken and destroyed in a program that cost the government, the taxpayers US$500,000,000. The results Mr. President for this first year are as follows: homicides up 3.2%, aggressions up 8.6%, armed assaults up 44%. Look and the crime rate as criminal assault knowing that their victims are unarmed. In addition, in the city of Victoria, alone, noble representative Benevides, the homicides increased 300%. There is even a more dramatic increase in the number of home invasions and aggression against the elderly. The Australian politicians do not know what to do. They are lost. How are they going to explain to their constituencies this deterioration of public security in Australian after the enforcement and monumental waste designated to remove the arms from the Australian society? And now, Mr. President, what are you trying to do to our country? The same thing. But first, I will conclude with one more examples, England, a country that we know as a developed population, a wealthy population. Let us go there now: this happened in the United Kingdom, a traditionally tranquil place, where there own police was disarmed. Who doesn’t know or know of the English police, lovingly called Bobbies? The Bobbies were disarmed and also adopted the disarmament of the honest populous. One research realized by the United Nations Inter-Regional Studies of Crime and Justice is not NGO, which comes to Brazil to trick the people, grab money and spend it. Do not treat this like a UN search, this is not a search of Viva Rio that received 17 million cheating the Brazilian people and until now it doesn’t prove the destination of this money reveling that London is considered the crime capital of Europe.
I will repeat: London, today, after gun control, is the capital of crime in Europe. The changes show that armed crime increased in London 35% soon after the first year of gun control.
